BRING a large pot of water to a boil. Add pasta and cook according to the package instructions then drain, reserving some of the pasta water.
CHOP half of the sun dried tomatoes into bite-sized pieces and set aside. Put the remaining sun dried tomatoes into a blender along with the Spero, pepper, oregano, and garlic. Add 3 tablespoons of oil from the jar of tomatoes and 1 1/2 cups of pasta water and then blend on high until smooth.
TOSS the cooked pasta in the sauce and add the chopped sun dried tomatoes. Garnish with chili flakes and basil leaves.
